Chicken Tinga Baked Pasta

Tender whole-wheat penne soaks up smoky chipotle-tomato tinga, then melts under a blanket of Monterey Jack until the cheese turns golden and stretchy. Scallions add a bright, fresh finish to each hearty bite.
